iOS 7.1.2 works much better on my iPhone 4 then 7.1.1 did. It rocks on my
5s and I don't notice any difference on my iPad Air.

Very true! And I never tried anything beyond 7.0x on the 4 since I sold
it. I believe Apple are the only company to support devices more than
three or four years old.

I believe the iPhone 4 has the A4 chip which is a single core chip and the
A5 chip in the 4S is a dual core chip. Also, one should add that iOS 7.1
when it was released runs a lot better on the iPhone 4 so I don't think
one
should automatically assume that iOS 8 will run slow on the 4S. Yes, it
will
be missing some features which require the newer hardware of the iPhone 5S
and 5C (and of course the various iPhone 6 models), but that is nothing
new.
One should also not forget that it is pretty nice that Apple supports
devices which are 4 years old with their latest iOS version.

Sieghard

Yes the 4s should work ok although it may lag in places and not all
features
will be available as per usual. I remember running iOS 7 on the
4 I once had and it ran ok although was slow in places.

It will work on the 4S. No word yet on how well (usually, new iOS
releases
have some problem or other on older iPhones) but it is supported. I
recommend you wait a few days after the release to see how it works for
others' phones before upgrading.
