Actually, the screen curtain blackens all light coming from the screen and nothing can be seen, whereas turning down the brightness to 0 still shows an image on the screen that a sighted person can see.

It's for privacy purposes. The screen is simply black to where people can not see what you're doing as you use the phone. I use it all the time since I commute on the bus. I don't like to have my phone lit and all to where the person next to me can be sneeky and see what I'm doing. As far as the battery, not sure how to answer that, but I haven't noticed any significant changes. I use my iphone with brightness all the way down and auto brightness off since I don't need that to be on as I can't see it.
