Tagging a person is just a name given to a series of functions.
When you post a picture, post a status update, or check in, you're given the
option of including friends in your update or posting. Using the Facebook
app, one simply double taps the Friends link, and you're taken to a list of
all your friends. The names for each friend comes up twice and you double
tap the first instance of the person's name in order to select them to tag
in the post. Move down the list, double tapping on the first instance of
the person's name you wish to tag in the post, and, once you're done, double
tap the done button at the top of the screen..
This feature is similar to selecting a place/location, or choosing a feeling
or mood to tag or include in your post.

As far as I know, you are not able to do this on the mobile site, but you
can do it using the iOS app.
To tag someone using the iOS app, just put an @ sign before their name.
