I am not quite sure what I said that confused you. I said nothing about going 
into notification center and that isn't what I did. I went into General > 
accessibility > Voiceover > show notifications in locked screen and turned it 
off. Shawn has it almost right; it doesn't announce the number of notifications 
when I am about to unlock the screen; it just periodically announces how many 
notifications I have and then after a few seconds says "screen locked". I don't 
know if it is doing this at intervals or whenever a new notification comes in 
or what is the trigger but it is very annoying and it is happening across all 
devices that I have set not to show notifications in locked screen. I hope this 
makes it clear.
