I have tried to answer my husband's phone and I usually can't until I turn on voice over.

Unless you use earphones that have a built-in control or allow you to answer by voice, I don't know of an alternative, and of course if somebody is just picking up your phone and answering it for you, the other person isn't going to be using headphones. Even though I am a long-time iPhone user, I find that I tend to forget and double tap with only one finger, and then I yell at my phone because it activated something else.
