No, you create it when you activate the encrypted backup within iTunes. 
However, Raul, the moderator of this list, indicated previously that this is 
the one situation in which he recommends using the same password. It's up to 
you.

Hi Krister,

If you are using iTunes, plug your phone in and select Restore from the device 
area. Once the restore is completed you will be asked if you want to set the 
phone up as a new device or restore from a backup. At that point you can choose 
to restore either your iCloud backup or an iTunes backup if you have done one. 
If you have the option to restore from iTunes I would highly recommend to do an 
encrypted backup and restore from it as it is much faster and gives you the 
most from a restore.

If you want to do it all from your phone I assume you would simply go into 
Settings, General, Reset and select to "erase all content and settings". This 
would put your phone back to the factory default and once again after that is 
done you should have the option to set up as a new phone or to restore from 
your iCloud backup.

I’m right now searching high and low on the IPhone 5S after how on earth  i do 
when i restore a copy of the phones settings that was previously backed up to 
ICloud. All i can see is ”backup now” and when the latest backup was done but i 
want to restore from a copy on ICloud, how do i do that? I should know but 
don’t.
