This may be another of the iOS 8 bugs.
I just tested my work iPhone 5 and if I have vibrate on ring on and vibrate
on silent on, I get exactly what you get. If the phone is not muted, it
both vibrates and rings.
If I mute it, then it vibrates once and then VoiceOver says "accept."
If I set the vibration to off for ring, but on for silent, then when the
phone is muted it vibrates until it gets answered or the person hangs up.
It does the same on my personal 5S.

So, I think in iOS 8, if you want it to vibrate when muted, you have to set
vibrate on ring to off and have vibrate on silent on.

I am pretty sure this was not the case in iOS 7, but I could be wrong.

Richard

It is probably worth reporting it.

Subject: phone doesn't vibrate

Hi all. I'm having an issue with my i phone 5S that has started
happening recently. If my phone is not on mute, it will ring and
vibrate just fine. If it's muted, the phone will not vibrate. It will
only vibrate one time and then the caller ID comes up where you have to
accept or decline. It will not continue bvibrating to let me know the
phone is receiving a call. I went in to the settings and both the
sounds vibrate on silent is on as well as the other setting that has to
do with vibrating. I've been dealing with the apple accessibility and
had to restore my phone which didn't fix the issue. I also lost the
Alex voice and have to redownload. I'm not a happy camper and am
considering going to the TMobile store and getting a diffferent 5S or
something. Anyone else seen this behavior and is it a bug? Any ideas
on how to fix it? I can't have a phone that doesn't vibrate on silent.
It will vibrate for the alerts that come across.
