I used a Program called MobileSyncBrowser Plus over a year ago and it was accessible with my ZoomText Reader. As I recall, it cost around $20 and worked with the non-encrypted backup files made from my phone to my PC using iTunes. It did give you access to all the texts, notes, and other items included in the backup but I can't remember if it gave you control over removing those items from your iDevice. Also, I was using it with iOS 6.x and I have not used it since upgrading to iOS 7.
