Are you speaking about the technology called a generic access network?
 this allows cellular voice packets to be transmitted to a WiFI
transmitter.  This is commonly known as WIFI calling.  Currently,
T-Mobile is the only carrier in the United States that supports this
functionality.  It uses the voice minutes on your phone plan.  Another
technology enables peple to use their data connection to make
telephone calls.  the data connection could use the cellular network
or a WIFI connection.  MagicJack and the vonage app enable this kind
of calling free.  both of these apps allow people to place telephone
calls using their iPhone's contact list.  It is presented in nearly
the same way as it is with the contacts app.  rather than getting
focused on marketing buzz words, it would be better if you described
what you want to accomplish with your phone.
