Hi Mary, I don't have iTunes Match, but whenever I bought something it would always download to the device from which I bought it. If you buy an app on your phone It will download and the same goes for songs. As for other devices, that you can control in Settings, iTunes and App Store on any iOS device and on the computer in iTunes under Preferences, Store. If you don't want any purchases made on another device to automatically download, then turn this off for music and, if you want, for movies and books.
