Hi. Can confirm. same issue with English Canada and French. same
issues with web language not changing and rate changing when I switch.
thought maybe it was because I had the australian english voice as my
voice but guess not.

The speech rate hasn't been changed in the Voice Over settings however,
cranking it up a bit and resetting it to my preferred speed settles matters
until I change the language again.
The automatic language doesn't change automatically on the web as it used to
either.
Minor bugs really, especially when you can go round them as easily as this, but
bugs all the same, and disappointing to find out that something that used to
work flawlessly doesn't anymore in a supposedly improved version of the IOS.
Just my 2 Euro-scents on this matter.
