I can't reproduce your issue. The related device configuration I'm
using is:
<input type='tablet' bus='usb'>
<alias name='input0'/>
</input>
<input type='mouse' bus='ps2'/>
<graphics type='vnc' autoport='yes'/>
Relevent package info:
virt-viewer-0.4.2-43.1.x86_64
libvirt-client-0.9.9-0.x86_64
virt-manager-0.9.1-95.1.x86_64
libvirt-0.9.9-0.x86_64
libvirt-python-0.9.9-0.x86_64
python-virtinst-0.600.1-6.1.x86_64
kvm-1.0-129.4.x86_64
Do you see the issue using a different viewer? E.g. virt-viewer or
vncviewer?

Jim
