Can you please confirm what exactly you have downloaded and installed ?

Assuming you are using the open source product and do not indicate having compiled anything, I presume you are suing the prebuilt windows binaries we provide ?

The error you report typically indicates that the virtuoso server process is not running on the port specified ie 1111, thus can you confirm you have started the virtuoso server and confirmed it is running. You should be able to check the "virtuoso.log" file to confirm if the server is running.
