I fear there are 2 choppy sounds in the wild:
one is this:

when a iax or ata phone calls outside, the called party hear a chopped sound; 
this is fixed by commenting out (disable)
goto not_copying

the other one, found by Max Nuvoli

1) when there is no audio from asterisk a strange "choppy" sound come
from the ISDN line or phone, this problem is deterministic, every time
the a sound is missing this sound come out.

i wonder if there is some relation between them or they share only choppiness 
in the name..
