I have downloaded and installed the latest VisualSVN.

I have created a repository and have been able to commit changes to
it.

I am now trying to activate the "Lock-Modify-Unlock" model with
VisualSVN.

I have already done:
1) A global change to all my files in the repository so that it now
has "svn:needs-lock" set.
2) On the VisualSVN Repository computer I have modified the "hooks" to
point to the proper locations...

SVNLOOK=C:\Program Files\VisualSVN Server\bin\svnlook
GREP=C:\cygwin\bin\grep
SED=C:\cygwin\bin\sed

3) Per the svnboo.red-bean.com "Runtime Configuration Area"
instructions I have modified my registry on both the VisualSVN and my
development computers...

I can now see that my working copies are all read-only.

I right-click on the file in my working local repository and use the
"SVN Get Lock" and it prompts me for the comment to add as to why I am
locking the file.  It then changes the property of the file and
removes the read-only so I can actually edit it.

HOWEVER - The repository does NOT show the file as locked or actually
have any locked information???

The repository NEVER locks?

I have spent all day searching and reading about locking on SVN and
nothing seems to actually lock the files?

I have installed on the Repository computer:
1) Cygwin - latest version
2) RapidSVN - latest version
3) VisualSVN - latest version
4) TortoiseSVN - latest version

I can seem to do everything but LOCK a file?

Please let me know what I am missing here...
