OK, this has nothing to do with my issue... I don;t care to see what
changes they have made.

I am having LOCKING issues....

I can not get the repository to actually LOCK the files.

Please re-read my message... the local working copy acts like it gets
a lock and responds as if it did, but NO LOCK is actually placed on
the respository version?????

I have already tried uninstalling and re-installing....

I am on a Windows XP Pro machine....

Standard SVN works... but doing all I have done per you website and
many others... the repository does NOT LOCK the file?
