I've identified this as a problem that is at least in some part
related to my Antivirus software,
ESET NOD32 version 3.0.672.
it may also be related to the way Tortoise works - as It's not slow
over http from the command line.

to clarify, I do not believe this is an issue with VisualSVN server.
