Two things to try:
Firstly, make sure that the Windows firewall on the server has an exception
for port 8443 and that the exception is enabled.

Secondly, you can't use your external IP address to access a server on your
local network as most NAT implementations don't support it. You need to use
the internal IP address of the server when on the LAN, and the external IP
address of the server when outside the LAN. If you are running an local DNS
server, you can get it to map your server name to the internal address for
you.
