It sounds like you are resetting the User password, not the Default
password.

When changing the password make sure you go into
Start->Programs->RealVNC->VNC Server->Show Default Properties.  The Default
Local System properties are used when no one is logged in, and when the user
hasn't set properties.

It also might be better to remove the
"HKEY_CURRENT_USER\Software\ORL\WinVNC3" settings to make sure the Defaults
are always used.
