If you open Task Mangler and view the processor usage before and while you open a dos prompt, you will probably see the usage increase quite a lot. I fixed it completely for notepad by setting use_KeyPress to 1 in its Application_Prefs key. However, there was no cmd.exe there and even if I add it and all the keys i couldnt get it working. In my case - Changing the server update handling properties to "Poll Foreground Window" and "Poll on Event Recieved only" instead of "Poll Console Window only" helps somewhat, but notepad is still much more responsive than cmd.exe.
