Let me make my communication clear:
say the server monitor is 21"
the client monitor is 15"

So, if I use VNC 4 on both the machines, will the client window
automatically resize to show the server's whole(bigger) display?

Again, this is not true.  If you are using VNC 4 at both ends then the
viewer will resize itself when the server's display size changes.
