Do you use VNC as a means to get to the console in order to reboot the server? 
 If yes, I don't think you need it.  If you login to TS as an administrator, you have 
the right to reboot the server in session as well as in console.

        OTOH, if yours is Win2003, you could even use TS to get to the console.  Just 
use
server_name /console
in computer field.  For this to work, you also need the newest TS client, whose name 
has been changed to "Remote Desktop Connection", a component in WinXP.
