VNC Viewer is just a standard Winsock 2 application.  If NIS doesn't allow
it to connect out to servers then there is something misconfigured or broken
in NIS and you'll need to contact Norton about the problem.  (And post their
suggested fix to the list for the benefit of others, preferably!)

One thing to note in your "program control" settings is that VNC Server for
Windows is called winvnc4.exe, not vncserver.exe.
