Naturally this is all for the version 3 viewer.

I assume it's done on the client side. We use VNC4 server on our production machines, but frequenty access it with krdc (the KDE vnc client) which does scaling just fine. I guess its not a big help but for windows client users, but if your using Linux as a viewer, just use krdc as your client.
