Regarding scaling, I was wondering: is the scaling done on the server side, or the 
client side? That is, is scaling down the view a meaningful solution to bandwidth 
problems? Or is the scaling done on the viewer side, making it use the same data rate 
as without scaling?

Naturally this is all for the version 3 viewer.

Scaling is not currently planned for VNC 4, although it may be added at some
point.

If you need scaling, you can run the old VNC Viewer 3 to view your VNC 4
servers.
