Yue, VNC Viewer won't steal the clipboard in the manner you describe. What it will do is _set_ the clipboard to provide whatever content the server sends it. If the server responds to new clipboard content from the viewer by sending it back to the viewer, this will give the appearance of the clipboard being "stolen".
Are you running some sort of clipboard-manager in your VNC Server desktop?
