Yes, VNC will work as expected if the machine hasn't had FUS or RD used
since it booted.

It will also work if FUS or RD *have* been used *only* if the "Console"
session is session zero (this is always the case if the machine has only
just booted).

About Fast User Switching / Remote Desktop:
  Would it help to restart the server machine and make sure no remote
desktop / Fast User Switching happened since restarting? Or does the feature
have to be turned off?
