I think most Linksys don't have the 'Static' DHCP addressing ability.
But THe WRT54G and WRT54GS models have alternate 3rd party firmware available that add this and many other features that Linksys hid or left out entirely. Some of these firmware packages are starting to be ported to other brands and models now too.

If you have had problems with VNC on a linksys router then chances are these firmware updates will fix that too. If not report it to the author and it'll probably be fixed in the next release.
