The easiest method to check the correct tcp/ip connections is with telnet.
Instead of starting the viewer, execute the following in a "dos box":

telnet hostname 5900

If you receive a couple of lines, one of which has the protocol number (ie. 
the text "RFB") then you are talking to the vncserver.

If you do not get the RFB line, then you still got network problems to work 
out.
