Most things are possible, Debian's Rescue diskette is a stripped down
versions of the standard Unix tools.

It should be straight forward. Grab the source compile it and see what
libraries you can get away without, you'll need libz, libc :-), but
what else you'll have to see. Some other X stuff will probably be
necessary but not necessarily that much.
Getting all of the above on a single floppy is unlikely though.
