Win98 = 95 + IE and a few service packs. :-)

I would have said it would be your processor more than anything. 
At work, we only have NT workstation and the older Pentium 
machines do chug a bit with VNC.

One thing though, I've found that while using "8 bit colour" on the 
viewer makes the quick machines work okay over a router, running 
8bit on an older machine makes things much worse.

If I were you, I'd play about with the different compression types 
with VNC / Tridia and try a few tests with and without 8 bit colour.
