I've had the similar behavoure on a W'nt4 machine: Some users could login and work, others could login but got this blank screen. The problem is that VNC cannot handle changes in the geometry on the fly: The users that could login had never changed their window geometry settings, the ones that have change the geometry could not login anymore. Hence: find out what the geometry (hight, width and colordepth) of the login screen is and configure the users to use the same geometry.
