We too talk to at least 7 to 10 people a day with this problem. We've identified a few known spam message and blocked those addresses at our mail gateway, but there is still a lot of "stuck email". We've talked to tech support about this and get the, "Well if the webmail can download it than it's not our server's fault." I can understand that to a point, but I can shove these exact same emails thru another server and it works fine with the same clients, so something is not right. I'd love to see some real suggestions come along.
