The process is known generically as photonic "down-shifting" of frequency. It has been demonstrated to some degree already, with sunlight, so it is feasible but has not received anywhere near the attention it deserves.
Jones I tired to do something like this very many years ago. Downshifting requires the mixing of two frequencies in a non linear medium. An example of such is the mixer on a superhertrodyne radio. Optical mediums are linear at ordinary energies. If you have enough energy to produce a non linear reaction of electromagnetic waves in a medium, you already have enough energy to solve the energy crises. Electromagnetic waves tend to degrade in frequency due to increases of entropy. Energy cannot be extracted from such systems without a thermodynamic heat sin.
