Even the hexagonal structure itself appears to be just that - a structure. Note
the many rectangular substructures. This could be a force field protected city
on a hard surface - or suspended by an anti-gravity field - or even just
floating in the atmosphere like a large dirigible. Note also that due to its
large size and low density, the average surface gravity is actually slightly
less than that on Earth.
If you are an advanced race, with essentially unlimited energy at your disposal,
then such an undertaking is not out of the question.
