Even the hexagonal structure itself appears to be just that - a structure. Note the many rectangular substructures. This could be a force field protected city on a hard surface - or suspended by an anti-gravity field - or even just floating in the atmosphere like a large dirigible. Note also that due to its large size and low density, the average surface gravity is actually slightly less than that on Earth.
