Sort of.  Here we are talking huge volumes of water with large
temperature changes.  The measurements were simple:  del T x volume.

If I recall, even Ga Tech, my alma mater, measured a COP around 1.4.

The didn't sell it as a OU device.  It was a rugged water heater.
IIRC, even the government is a customer.
