These people are experimenting with HTSC and floating wind turbine
towers. Amazing stuff. Wind energy is as high-tech as can be, even
though the basic technology is centuries old.
I suppose the floating towers must be anchored, or they would be
blown away. I suppose the turbine power run propellers to keep the
platform in one place, but that would be like sailing into the wind.
I recall a fairly large freight ship was constructed with vertical
turbines rather than sails.
