Israel joined the partial test ban treaty right away, but they never signed
the non-proliferation treaty. They will not sign a treaty they do not intend
to honor. Everyone knows they have advanced nuclear weapons and they have
tested them.

Regarding the Vela incident, the web site Terry cited says: "The detection
raised the possibility that some nation, particularly South Africa or
Israel, or the two in collaboration, had conducted a covert test." That
makes zero sense to me. If the test is "covert" why would they conduct it
above ground?!? An above-ground test is overt. It is provocative. It
is intended to frighten or enrage your enemies.
