How easy is it really to get steam from 300 Watts only? The difference between 12kW and 300W must be obvious, even for the naked eye.
And no reports on input power? Is it measured at the plug, before whatever electronics he uses? Or at the input in the reactor? If the latest and if that is RF/pulsed there is definitely a measurement issue there, much more difficult than measuring steam.
