IF my memory is correct, refiners are not huge profit centers and many have sold to others. Also environmental regulations have the potential to "kill" them. I am not sure if refiners are welcomed in Italy...or anywhere on the coast of the Mediterranean.
So there is a very good chance that refiners may welcome to convert to cold fusion technology- for the economics of it.
