This was my point earlier. Many things can be misunderstood or misinterpreted because of Rossi's use and understanding of English. I deal with a lot of foreign people in English and am used to how they phrase things in English or their understanding of English.

It's also possible Rossi was expecting the plant to be shipped when he made that comment after which he and the customer decided to leave the plant where it was and work on it in Bologna.
