One thing your theory does not seem to cover is why the original Proton + Proton fusion happened in the first place. On the sun, it's because there's so much gravity holding the protons together. In a lattice, presumably it's due to the metallic atoms caging the protons close enough together to experience a probability of a Coulomb barrier depletion.
