This was only a failure because the technician saw that Rossi wasn't using a true RMS power meter. This is true during the start-up phase. It under-reports the power. The technician walked out of the test. If he had STAYED until the heater power was at 100% modulation -- the RMS-to-True-RMS error would have been ZERO. Or he could have done the test, and then applied a correction based on the intermediate power steps.
