Okay... Here's what I'm not sure about...

The proposed a3dl:cal3d class, how does it relate to a3dl:model and
a3dl:object3d?

The a3dl:model type is sort of a way to cheat and load models in a 3rd party format. Ideally it will eventually go away as VOS is able to import and directly represent everything that is stored in these model formats.

What I want to do with skeletal animation is to integrate into a3dl:object3d types.

I know CrystalSpace has distinct classes for Cal3D models and standard 3D
sprites... Should we make the same distinction in vos to make implementation
in Ter'Angreal easier?

No. We want to hide the underlying implementation, so that it would be possible and reasonable to write a VOS plugin for a whole different 3D engine if you wanted to.
