Go to the menu and open as many windows as you think you'll need, then
set up your panels, positions and window sizes, snapshot each one, then
use the mui tearoff prefs and change the vertical slider from 0 to a
larger number, I used 10 and I'm not sure if this step was really
necessary, (but it worked) save mui prefs then don't forget to copy the
new voyager.tearoff pref file from ENV: to disk. This should now be a
larger file than the original, mine grew from 134 to 468 bytes. New
windows should now open in the positions as saved even after a reboot.
