For this purpose you might use something else than the cachebrowser, 
for example gng,
(ok, it's stupid to download the same pages two times, but considering
 you want to keep the information, it might be a good solution).

Considering you have mirrored the stuff that interested you and that the cache
is correctly handled on V, frequently used datas and never used datas should
not be sorted by hand. 

I can believe the cache is not perfect on V3, but I think this issue will be 
sorted out (not that I've to complain about the cache handling, I use my ram: as 
a cache (but have plenty of ram, so I can't judge.).. On the contrary, it's been 
explained in this list that the cache browser can't be maintained cause the 
sources are lost, and that the new cache format of V3 is not compatible with the 
previous cachebrowser... So, what you're asking is basically rewrite a new cache 
browser, and iirc what's been told I'm not sure it's on the top of the todo list 
of the vapor team...
