I also had this problem and only after trying to help Drewl with the same
problem did I look into it :) We both had installed CManager to a place
temp directory (ram: or rad:). The env CManager_path was set to this. This
is the place that Voyager/CManager tries to put the bookmarks. Both do not
tell you that it is not saving a bookmark if the dir is not there. 

The way that I fixed this was to delete env(arc):vapor/CManager_path, then
restart V and CManager would give you an error and then let you enter a
new path for its stuff. I entered the Voyager dir. After this every thing
worked fine and all book marks were saved. Also checking
env(arc):vapor/CManager_path again showed that it pointed to the new place
on my hd :) Hope this helps.
