Frameborder is, but only in FRAME tags, not FRAMESET ones.
Frame borders are added on a per-frame level, not a per-group one.
Framespacing is definitely not HTML 4, it's probably an IE or NS-specific
tag. It probably does something similar to marginwidth and
marginheight though.
Either your book sucks, or you didn't read it properly ;)
