Try what Matt said re: the CManager data, if that doesn't work. Delete
the files (after making backups) CONTACTMAN.1.cfg and
CONTACTMAN.1.prefs in ENV:Mui, this'll rule out MUI settings (though I
don't know if V takes any notice of them when it loads CM), I'd also
try deleting ENV:Vapor/CManager_path.
If none of those resolve it, I think it'd be time to dust off
SnoopDOS.
