What about make install-dep prior to make bootstrap.... and maybe that will not work on SUSE... you would have to look at the top level Makefile for RPM_DEPENDS and make certain they are pulled in, manually if needed. I think I saw a request for SUSE recently -- maybe Ed Warnicke knows if there is a plan to support it.
